Although it can become open for a discussion, as different people have different opinions on what they consider to be an insult. Fortunately, common sense can usually be applied to cover up for such differences.
Libel, that is, knowingly publishing lies, and often slander, which is intentional spreading of lies through non-media means, are not protected speech. Insulting someone (on any level), however, is still covered by freedom of speech. That doesn't mean that someone should do it, or that it is not wrong that he* does, but that person certainly has the right to.
