I think it started falling back when reports patrol was a bit short of members. Once it starts falling back it spirals. What ends up happening is since players aren't banned right away, there is more time for players to see them and report them. In a months time, maybe 5+ reports are all made on the same hacker. The longer it takes to process reports, the more duplicate reports are made, and so on, into a downward spiral. The only way to stop this spiral is to get a ton more RP and increase quotas, which was done.
