No idea where anyone would get that idea from. I don't even bother playing new versions of minecraft until most of the mods have updated. I have 12 mods I reguarly use on CP (18 mods in total) which make the game prettier and provide useful tools/information for me. The only mods which are not allowed are those that give you an advantage over players using vanilla like xray. The exception to this rule are minimaps, as long as you don't have any radar or cavemapping abilities enabled.
The mod you're looking at in the screenshot is Fancy Block Particles and it's vewy nice.
