After you played like two non-bot games LoL's matching system knows if you're a smurf or not (and even before if you share IPs, computer or whatever). It works quite well here, after some time you'll never meet a smurf anymore, but until then you'll have to bite through.
First off, those are from fourteen months ago. You can't really compare that crap to now. If you are, though, here you go:

1. Literally everybody knows what to do against hackers. If not, they could take the two minutes and look at the report section, there's a nice thread explaining quite some stuff.
