Don't make your army stay neutral, war is an important point of towny, a powerful nation like your shouldn't stay neutral.
Have you considered creating a server using the Lord of the Rings mod? It's awesome. It adds a whole lot of stuff that'd make it waaaaaay easier to recreate Middle Earth.
What do you mean by 'can't handle'? The mod works fine on my four year old laptop. That isn't a standard obviously, but are you certain it wasn't simply because you had the graphics and other settings high?
Just finished this absolutely amazing book (in top 10 of best books I've ever read, and I've read alot of books) called Ready Player One, I kinda relate to the book b/c I love video games, especially the old ones, and I love sci-fi books. It was just absolutely amazing. The entire book is based around this one video game, which someone seriously needs to make. xP
