Glitch? Or Intended?

When playnig pigman, and spawning as a baby, you have infinite speed IV, but when you become a blaze, you keep that speed IV - Intended? Or a Glitch? 2. The Speed buff perk for bakers, in order to buy rank 3, it says 216 points needed. Is this Intended or a Glitch? Since 216 seems like a lot to me, just for a perk which gives speed “Oh yes, the past can hurt. But from the way I see it, you can either run from it, or… learn from it.” - Rafiki.
