In some categories, eg ban appeal, ban requests, and glitches, all users can post, but only mods can reply.
The problem with this is that if you are making a ban appeal, you probably cant reply, and other non-mods cant add to it.
For example, this thread of kjkidman's ban appeal (still not resolved)
And if one is asked for more detail on a bug, they cant provide more information.
Same thing with suggestions: I really like this idea, but I can't add information or try to refine it.
Anything there doesn't work, which seems to be a design issue.
Weirdly enough, you also cant subtract reputation in those threads, but you can add it.
