I wrote a plugin that prevents players who aren't members of the worldgaurd region they are in from harming animals and other things.
Adding this to the server would prevent people selling access to mob farms, but would prevent killing of animals.
If anyone wants, I can post the beta here.
I will probably change the plugin so that you can kill hostile mobs.
